Local Action Groups (LAGs) are public-private partnerships operating in specific territories with the aim of actively involving local communities. In this way, actors and entities that were once merely beneficiaries of development policies now become protagonists, directly participating in the growth and development of their own territory. This process is based on a bottom-up approach, which values the skills, needs, and proposals emerging from the grassroots—that is, from the communities themselves who live in and know the territory.

On June 15, 2023, at the conclusion of the 22nd Assembly of the EGTC, a cooperation agreement was signed at Lerchenhof Castle in Hermagor (Austria) between the EGTC Euregio Without Borders and the Local Action Groups (LAGs) involved in the HEurOpen and DolomitiLive strategies.
The agreement was signed on behalf of the EGTC Euregio Without Borders by the Governor of the Land of Carinthia, Peter Kaiser, the Regional Councillor of Veneto, Francesco Calzavara, and the Regional Councillor of Friuli Venezia Giulia, Stefano Zannier, along with the Presidents of the Local Action Groups: Michele Mizzaro (LAG Euroleader), Mauro Moroldo (LAG Openleader), Johann Windbichler (LAG Hermagor), Mauro Soppelsa (LAG Alto Bellunese), and Alberto Peterle (LAG Prealpi e Dolomiti), in the presence, among others, of the Vice President of the Istrian Region, Jessica Acquavita.
This is the first agreement of its kind to be signed within the European Union and opens up new opportunities for cooperation and growth, as the EGTC will support the territory in designing cross-border development projects.
This agreement is strategic, as it falls within the intervention framework of the Interreg Italy-Austria 2021–2027 Programme. It is within this context that the need for a synergistic collaboration between EGTCs and Community-led Local Development (CLLD) strategies is emphasized.
